How to conserve body heat and room heat safely during a cold-weather power cut without creating fire or carbon-monoxide hazards

The immediate answer

In a winter blackout, conserve heat before trying to create more of it. Close curtains, shut doors to unused rooms, layer dry clothing, wear hats and warm socks, use blankets and sleeping bags, and bring household members into one safe room where practical. UK Prepare specifically recommends layered clothing, blankets and closing unused rooms during power cuts. Do not bring outdoor stoves, barbecues or generators indoors for warmth.

Choose a warm room

Pick a room that is easy to occupy, can be closed off and does not expose people to additional hazards. South-facing rooms may retain daytime warmth; rooms with fewer external walls can lose heat more slowly. Keep routes to toilets and exits clear. Do not seal ventilation openings required by fuel-burning appliances or block escape routes in an attempt to trap heat.

Dress in layers, stay dry

Several loose layers trap air better than one thin layer. Replace damp clothing promptly and insulate from cold floors with rugs, mats or folded blankets. Prioritise babies, older adults and people with long-term health conditions, who can become ill more quickly in cold homes. Avoid excessive alcohol because it can impair judgement and does not protect core body temperature.

Use beds and sleeping bags strategically

Sleeping bags, duvets and blankets are effective because they trap body heat without requiring fuel. Put insulating material underneath as well as on top, especially if sleeping on a floor. Share a room rather than scattering household members through a cold property, but maintain safe sleeping arrangements for infants and anyone with specific medical or mobility needs.

Portable heaters need rules

Only use appliances that are designed for the environment in which you are using them. Keep portable heaters stable and well away from curtains, bedding, paper and furniture. Electrical Safety First advises keeping portable heaters at least one metre from combustible materials and never leaving them unattended or using them while asleep. Do not overload extension leads.

Carbon monoxide is the hidden killer

Any fuel-burning appliance can produce carbon monoxide if it is faulty, misused or inadequately ventilated. Never use barbecues, camping stoves or petrol/diesel generators indoors. If you use an approved indoor fuel-burning heater, follow the manufacturer’s ventilation instructions and have a working carbon-monoxide alarm. Headache, dizziness, nausea and collapse can be warning signs requiring urgent fresh air and medical help.

Know when the house is no longer viable

If indoor temperature continues falling and someone vulnerable cannot be kept warm, the correct decision may be to relocate to a safer heated place if authorities, transport and conditions allow. Do not let sunk cost in supplies keep you in a building that is becoming medically unsafe. Keep bags, medication, documents and transport options ready for that decision.

Run a winter blackout drill

For one evening, turn the heating lower than normal and test your non-electric warmth plan without using unsafe substitutes. Check whether everyone has suitable layers, where blankets are stored, which room works best and whether torches illuminate stairs safely. Fix the gaps while the boiler and grid are still available.

Manage condensation and ventilation

Closing rooms and curtains helps retain heat, but a cold occupied room can also become damp quickly from breathing, cooking and wet clothing. Condensation makes fabrics cold, encourages mould and can worsen comfort. Ventilate briefly when conditions allow rather than sealing the room completely, especially if any approved fuel-burning appliance is in use. Keep wet coats and boots away from bedding and dry them safely without draping items over heaters. If windows are streaming with water, wipe condensation and protect sleeping areas from damp. Warmth planning is not only about temperature; dry clothing, dry bedding and safe air quality are what allow insulation to keep working through a multi-day outage.
